Switzerland–EU package of agreements to be signed on 2 March
Bern, 25.02.2026 — On 25 February 2026, the Federal Council was informed that President of the Swiss Confederation Guy Parmelin and President of the European Commission Ursula von der Leyen would sign the Switzerland–EU package of agreements (Bilaterals III) in Brussels on Monday, 2 March.
Negotiations between Switzerland and the European Union (EU) based on the package approach began in mid‑March 2024 and were substantially concluded in December 2024. The chief negotiators initialled the negotiated agreements, protocols and declarations on 21 May 2025, and the Federal Council approved them on 13 June 2025.
On 25 June 2025, Switzerland and the EU signed a joint declaration setting out the scope of their partnership and cooperation from the end of 2024 until the entry into force of the comprehensive bilateral package. On 10 November 2025, they also signed the EU Programmes Agreement (EUPA) as an advance element of the package, enabling its provisional application with retroactive effect from the start of 2025.
Switzerland and the EU will now sign the remaining agreements and protocols on 2 March, together with a joint declaration establishing a high‑level dialogue. These documents form part of the dispatch on the package ‘Stabilisation and Further Development of Switzerland–EU Relations (Bilaterals III)’, which the Federal Council expects to submit to Parliament in March 2026.
